This is one thing that I never understood- word can read a wide variety
of Hebrew document formats, so why insist on the files being submitted
as doc?

The reason is that the teacher wants all the kids in the class to submit
material in the same format. The teacher does not have time or patience to
convert document formats for even two out of thirty-five kids in the
class.
Ah, but the conversion is done transparently- the teacher doesn't need to go through any conversion procedure. On most "standard" windows system, just double click on an rtf, and it opens in word. As far as the user in concerned, there was no conversion involved.

Yes, I am a big fan of RTF, as it is the only format I know that applications on all 3 platforms I use (Windows, Linux and Mac OS) can both produce and read Hebrew files without a hitch.

After all, the idea is not to move user from proprietary format to another ( for example, even if all the Hebrew problems in OO are solved, there is still no Mac version, and there won't be one for a long time), but to open people to the idea that there is more then one OS out there, that many things are different on different OS's (see the thread about web sites and IE...), but many things are the same, and that people can pick and choose whatever they prefer (be it Linux, Windows or MacOS), as long as they keep communication between OS open.
