I Installed RH 8.094 on my laptop and the only way I found to switch was
by clicking on the small icon ( screen bottom right).
You should enable keyboard layouts and mark Israeli kb (I used Kcontrol).
I still have problem with the fonts since I can see only Alef thru Mem. The
rest
are shown as squares.
