Is this a DL380 G1, or G2? The DL380 G2 has this kind of management port (called an iLO in this series, Integrated Lights Out). During bootup you can configure it by pressing F8 somewhere along the process. As guy said, after you configure it correctly (and connected it to the net), you can surf to that address using a web browser, and do some neat stuff with your server (including "press" the power button, opening a Java serial console, and a graphical one, if you purchased the advanced options).
It is a separated embedded machine which runs Linux and connects to your server's bus.
