I am not using hebrew, so my advice is unrelated to the specific problem. However, the graphics route is insanity incarnate. I suggest using OO draw - not great, but much better than text as graphics.
If you like pain you can also use the layers feature of Gimp to design your brochure. Assuming you use pre made photos and there are not too many pages to make it will work very well.
