What is, if I may ask, a router with no WAN interface ?
I thought the usage of a router is to connect different networks (unlike
a switch which connects different fabrics to single network), hence it
must have a "local interface" for the LAN (usually plural, to also
double as a switch) and an "external interface" to the WAN.
Or perhaps you mean - a router with no dial-up capabilities (DSL, Cable,
whatever) on its WAN interface ?
