Nope. We have 15 more CDs just for source packages:
http://cdimage.debian.org/debian-cd/3.1_r2/source/iso-cd/

As mentioned before - download only the first CD to install (or use net
install). The rest you could get from the net (as you don't use all the
contents of these CDs).
