I called 02-6463252 the number on the main page of that site. A nice guy called Yossi answered me.
After a quick trial and error he asked me about my browser and then explained to me that the government sites are built by Microsoft and they support IE only (5.5 and above). He also told me I can write to Yossi Serri Pniot HaTzibur Sderot Weizman 13 Jerusalem 91909 (I am sorry if I made a typo in his name) There also seem to be a web form from http://www.btl.gov.il/ 'Pniot HaTzibur' to submit questions.
