If you mean for the P in LAMP to be PHP, then there are tons of PHP 
CMS/Blog/Collaberation/Whatever frameworks around. One of the more popular is 
Drupal. All of them are sorta-ok, and all the popular ones have Hebrew 
themes. 
Main problem is - due to various factors that I'm not going to get into, all 
of them had, have and will have serious security issues. If it weren't for 
the fact that people pay me for this I wouldn't have let any of them run on 
my server, and of the security issues I had, all of them were caused by one 
PHP product or another.

I have very little experience with other types of Ps (or R, for that matter), 
but Plone is also very popular, built using Zope (a framework popular on its 
own) and supposedly is safer.
