Drupal has good RTL support, so does Plone. I wouldn't touch any of the *nuke derivatives with a 10 foot pole if I were you - you can find worse written software packages if you look really hard, but not many. Wordpress has a couple of hebrew versions going around the Israeli blog scene (check out trans.co.il), and I think that with a little work it can be a great group communication tool (add some plugins for picture gallery, chat, etc' they are easy to find and setup), but then again I really like blogs. I'm partial to Wordpress mostly because its the easiest web application to setup - it practically works out of the box. I have very little or no experience with Xoops, Joomla or Mambo, but all seem like good framework if you care to put the effort to customize them for your needs.
