Drupal has good RTL support, so does Plone.

I wouldn't touch any of the *nuke derivatives with a 10 foot pole if I
were you - you can find worse written software packages if you look
really hard, but not many.

Wordpress has a couple of hebrew versions going around the Israeli blog
scene (check out trans.co.il), and I think that with a little work it
can be a great group communication tool (add some plugins for picture
gallery, chat, etc' they are easy to find and setup), but then again I
really like blogs. I'm partial to Wordpress mostly because its the
easiest web application to setup - it practically works out of the box.

I have very little or no experience with Xoops, Joomla or Mambo, but all
seem like good framework if you care to put the effort to customize them
for your needs.

I'm not familiar with typo2.
