Ask your ISP for their NTP servers. There is a good chance they have such (Actcom (RIP) used to have). Also ntp.huji.ac.il is a Stratum 1 server (which I had the privilege to setup about 15 years ago). Maybe you can pull the list of peers from it to find stratum-2 servers, or just use it directly. --Amos
