I don't know the context of the problem, but this behavior will happen if the computer mistakenly thinks one of the shift keys is pressed. Try pressing the two shifts buttons and retesting.

I often see this behavior when working with a virtual machine, where the "action" key is shift (or any modifier) related. It sometimes happens that the shift down is recorded in the guest OS, but the accompanying key is not, and the key release events also not. Most Virtual machines I know have fixed this bug by now (that, or I'm configured to work with single key action key).
