It isn't. Generally CS is "full time or not time", whereas other faculties, including EE, are more tolerant of part time graduate studies, which translates to less "manot" (but more money). To the OP: it is doubtful whether a graduate degree will translate to more money in the long term, although it does open up the possibilities of certain types of positions. A better question to ask before going to graduate school, IMHO, is whether you think you will enjoy doing research? If not, it would be a waste of time.
