Not every one can do this. Even there are many, who are just users.
They cannot install any OS. Even if you influence someone to use
Linux, and on finding one vendor supporting it, one will go to other
 way.

 Agree.

Things should be otherway round. Linux loaded PC/Laptop should be cheaper.

Second part is media, and visibility.

 Company ( http://www.acer.co.in/products/notebooks/tm6292.html )
 selling Linux pre-loaded Laptop says:

 1) Acer recommends genuine Windows Vista(r) Business.

 2)Ask for Genuine M$ software.

 3) " ***The Linux that is pre-loaded is a free version and would
have limited functionality until another operating system is
 installed"

Don't know which other OS? M$window or RedHat. Is there no Free Linux
 OS, which can be used?

 http://www.zyxware.com/articles/2007/09/22/hardware/acer-laptop-sept-2007/
sells Linux loaded laptops (lowend), higher ends are with M$'s OS.

Even its lowend Linux loaded laptop photo shows M$Vista's logo.

Under such an environment, how a non-techie can dare to buy Linux preloaded PC?
