There is nothing much to it. And I considered it best to remove it.

All you have to do is put in some names. But this will prevent you from
a fast
shutdown unless someone valid is logged in. Usually shutdowns will be
inturrutible to users and nothing else. But if you suddenly need to
shutdown something.. then calling a valid user all the way from his
bedroom may not be a very good idea.
