That depends on what your email client is. If you're using a
high-end model like mutt then yes - you'll have to get a basic
sendmail.cf (a simple one that farms off all the real work to your
ISP's mail relay will do, and it's quite easy to set up!)
If using - say - "kmail" then outgoing can be easily handled by
kmail directly talking to your ISP's SMTP port.

If both are using the same protocol, essentially no - they should
be about the same. Netscape, being a GUI, may have a little
overhead, but if you're on a modem line that's irrelevant.
