Just a kludge - could a user be created with a restricted shell ... said
shell automatically running a frontend to the adduser script when the user
logs in. Or use a web based cgi script to add users, with password
protection.
Several free telnet boxen have this sort of system (but again, they are
BSD (hobbiton.org) or SunOS (freenet.nether.net). Dunno about Linux
boxen having this.
