No. Procmail is a "local mail delivery agent", whereas sendmail is
a "mail transfer agent". Procmail will only deliver mail to local users,
sendmail would listen on SMTP port, and would deliver mail to anyone
anywhere using SMTP/ESMTP/UUCP whatever.
