No. Procmail is a mail delivery agent. That is, it will apply a set of
filters on the downloaded message to delete it / copy it to a
particular mailbox or folder / forward it to a particular user etc

Tell it to fetch the mails from anywhere and it will do so.
The fetchmail man pages make it easy though procmail may look
like a hassle sometimes.
