Not a good idea. You should let them. They need to read applications.
There may be applications they don't know but might wish to find out.
So the directories where teh commands are stored, must be both readable
and executable.

As for protection of users' directories is considered, yes, it might be
a good idea, which already is the case with Linux. I think no one can by
default
go to someone else's directory.
