If you are using kppp, in setup go to modem commands and change dial command from ATDT or ATDP to ATX3DT or ATX3DP. As an alternative X1 can also be used but that will not detect busy tone either. In case you are using gnome rpp dialer, edit /etc/wvdial.conf file and make the above changes somewhere in defaults. For command line dialling someone else can help.
