There is no such thing as a fips partition. a fips partition is unpartitioned
space created by splitting a dos partition.
fdisk of dos chokes mainly on non-dos logical partitions in an extended
partition. it also can not create more than one primary partition even though
up to four are supported on ide drives.
there are many alternatives
