its really wrong.......
even if you want to setup a mail server in your organisation you need to
give it a domain
name(assuming you plan to use windows based clients also using pop3 access)
but you dont have to register it with internic or ncst

even if you are having a leased line or dial up...you will have to register
a domain/subdomain

once u register a domain/subdomain you can use it for mail,web etc
