Then how does authentication occur in windows? Is there a program (or
script) which runs automatically (in windows)? If so then maybe you need
to do the same in Linux. Or is your phone number registered for internet
access on that particular account (highly unlikely)?

In any case contact your telecom and ISP and ask them the authentication
mode used (PAP, CHAP whatever). Did you have to install a special program
for access to internet using 3digit number and no username/password?
