This should not be dependant on id numbers etc., (I don't use it
myself, but it seems to be just a "basic http auth" type thing,
with no relation to /etc/passwd).
I'm sorry, it doesn't ring a bell. Have you tried setting log
level to "debug" and looking at the logs to see what they say at
the time of the failed access? If you did and it didn't help, I'm
fresh out of ideas...
