I am betting that the ILUG-Bom emails that get plopped into the LIH folder
are ones that are cross posted to both the lists.   The reason LIH posts
never get into the ILUG-Bom folder is that your LIH filter kicks in first. 
When someone cross posts to both the lists, you receive two copies of the
email.  From procmail's perspective, each email is seperate.  It passes
each mail through the rules.  And both the emails satisfy the first rule
and hence end up in the LIH folder.
