The LIH mails which end up in the inbox folders are likely those which are
sent to [EMAIL PROTECTED] instead of linux-india-help
Add a new rule with the same criteria for linux-india

So the rule is clearly faulty. Procmail rules can't be applied
blindly. Post sample headers for an ilug-bom mail
