To my opinion, you are already getting good speed. These speeds are light
speed. At my home usually 1.5kbps is what I get average with 4 kbps as
occasional peak.(OK, once in a while I have seen 18 kbps for 2-3 seconds.

Anyway you can try giving 'deflate 15,15' as option to pppd. This will
enable compression. So that whatever data pppd seends out will be
compressed. Thanks to Nick Hill for this tip...
Apart from that, if you are using kppp, go to help. There you will find
manual for modem commands. (Sorry do not remember exact path, so this long
way round) You can try enabling hardware compression from there. Frankly
it did not worked for me.
Finally you can try setting the speed of modem close to the actual. It
gives better performance..
