check out
/etc/rc.d/network restart ; if suse
/etc/rc.d/init.d/network restart ; if redhat
try using iptraf or ntop to filter network traffic
run (top -d [delay] -n [no of times] -b >> <a log file>) &
then check the log file for discrepancies or unwanted forking apps
