HylaFax is the way to go, IMO. Instead of using the Java client for
faxing, I'd make one suggestion. Make the out-going fax machine available
as a post script printer that can be accessed from any of the windows
machine. From the windows machine's perspective the fax machine is just
another printer capable of printing postscript. The print server running
on the Linux machine will receive postscript input. The print server can
then take this, munge it into a format that hylafax understands (if it does
not understand ps) and send out a fax. Advantage: faxing from any
application is as easy as printing.

You can probably hack together something unreliable. I would not recommend
any dirty hacks.
