Ah yes ... that's the default
Look in your httpd.conf for something like
<Directory "/home/httpd/cgi-bin">
AllowOverride None
Options ExecCGI
Order allow,deny
Allow from all
</Directory>
Change the AllowOverride line to say
AllowOverride AuthConfig
It will then look for htaccess files and use them.
