Shanker Balan forced the electrons to say:

Only when it is the client. So, you can use only HTTP clients.
The above means that you can use your web browser to download files from
the net from FTP URLs, but you cannot use your FTP client to download
stuff through a squid proxy.
Thus, you can use lynx with squid and download from ftp:// sites, but
not ncftp with squid. The client should be able to talk HTTP. There are a few
FTP proxying software out there, but I haven't used any.
