I remember kppp having some sort of billing option, you could try
that.

You can write a bit of code that'll start when pppd starts and
maintain a log, and display on the monitor as an epplet, in fact, I
now remember Windowmaker having an icon like that. You'll have to
search thru the windowmaker dock applet pages.
