0.02 bucks here.

1. A 33.6 kbps modem can never give you more than 33.6 kbps :-D
2. The best throughput most of _our_ telephone lines can give
   [including probably analog telephone lines across the world]
   us IS 56 KBPS so it is possible that when your 33.6 kbps modem
   is giving you it's best, it might be being a bottleneck.
3. Use 56 kbps modems wherever possible.
4. In your web-browser cache, if possible, revoke the limit on
   chacheing space.
5. Enable 'never compare the documentin the cache to the one on net'
6. If you find that too unsafe for you, then make it, 'once per
session'.
7. Disable the images/movies/sounds if you feel you do not need those..

Except for changing some settings in the web-browser of your own, there
is
little a _user_ can do to help it.
