Sorry  but your mail is misleading. if you are playing audio then your
cd is running at 1x speed. if you are reading data then it runs at close
to its rated speed. this speed depends on a few factors such as whether
it is a cav or clv drive etc. etc. so you have 24x drives and 24x max.
drives 
24x has constant linear velocity max. drives have constant angular
velocity.
If you are ripping audio tracks then it is running at data speed.
If you are playing a movie it is running at data speed.
