If you are reading data, copying software or big files, then
the chances are that drive will try to attain it's highest
rated speed. True.

Suppose you are playing a video track [movie] which is 650 MB long.
[I have seen upto 600 MB tracks], then what do you think is the speed 
of the CD rom drive while running? Close to max [as you call data speed]
or close to the rate at which data is actually required to maintain
nominal framerate? Or does it sinusoid between the max and off?
