Yes. Change the $mime_forward variable to no with this command:
unset mime_forward (in .muttrc or after pressing `:' in mutt)

Even with mime_forward set, you can finish typing your message, then
once you get to the list of attachments, go to the forwarded message,
then press e to edit it.
