Uhh? I think Apache is a web server. To give ftp and telnet access,
just enable the services in /etc/services. Configure your firewall
properly to allow external access. Put the IP addresses you will allow
to telnet/ftp in hosts.allow.
And as a final bit of advice, s/telnet/ssh s/ftp/scp (IIRC).
