Even if your requirement is one solution is multipart.
1)To allocate disk quota to users, 'man edquota'
2)To give ftp access, enable service ftp, in /etc/inetd.conf, by
uncommenting the relevent line.
3)To give telnet access, enable service telnetd, in /etc/inetd.conf, by
uncommenting the relevent line.
Replaing telnet wish ssh, is highly recommended for security reasons. Use
sshd to give ssh access.
