I dont have a jack in the back of my modem to connect phone line.i need
both.
with both connected and with blind dialling (is it necessary?)
now can i approach the telephone authorities to do something about this
voltage problem and will they be able to solve it so that if i want to
connect on first dial i dont have to pick up the handset. to ensure
connect?or is it that even then and even after disconnecting telephone
instrument still i will not be able to connect but in order to do so i have
to pick up the handset?

No, It is not hardware problem of your PC.
For dial tone modem checks voltage level of tel line. Most of the
exchanges in India have low voltage on dial tone, and hence modem do not
detect the dial tone. The best way is to do the blind dialing with
ATX1DT550555 where 550555 is tel number.
In case there are bad joints in tel line then also voltage level of dial
tone drops. The bad joint could be either in your premises or any where
up to tel exchange. The bad joints not only effects voltage level but
also data transfer rate. Get hold of a technician ( pay him if required
) from tel dept. and get the complete line checked.
