The pop3 daemon at inetd is for the pop server running on your box (not
necessary for getting your mail).
Check that you're using the proper server settings in netscape
edit -> preferences -> mail servers
something like
mail.your-isp.com at port 110
The best way to get and read mail is to use fetchmail
