You are definitely on the right track - and you just described what
Cobalt is trying to do with its Qube boxes - only they spoil it all by
giving a dumb web based interface to everything.

Such a server (updated frequently) will be very tough to hack, as it
runs only essential services - and besides you can't telnet or ssh to
it from outside world.

You might take a look at the SuSe livefs CD ... if you want it to run
off a CD image that is.
