[LIH] how to allow non-root users certain services?

Hi electronic sages,

When I log on into my computer as non-root user I have to give root
password everytime I access kppp and shutdown. How do i avoid this? I
want that all users should be able to shutdown and dial out but not be
able to change kpp setup.
