Hello:
Try this:
To enable PPP for normal users -
1) set the SUID bit on pppd
# chmod +s /usr/sbin/pppd
2) To allow user to (de)activate ppp links
Select Linuxconf -> Client Tasks -> PPP/SLIP/PLIP -> ppp0 and toggle
[] Allow any user (de)activate the interface as on.
