A cablemodem you mean?

Cable, DSL etc broadband services can either give you a static ip or a
dhcp assigned ip.  Even if you get DHCP ips you can get dynamic dns
from dynodns.org or wherever.

You better pray that that's one helluva radio modem.  That infra won't
stand for anything over 10 to 15 users at a time.
