Looks like inetd is not able to execute your ipop3d (or equivalent for
qpopper) program. Check your /etc/inetd.conf file for the line that
starts with pop-3. Normally the server program field should contain
/usr/sbin/tcpd (TCP wrappers) and the server program arguments field
should point to your actual pop3 server program (ipop3d on my machine).
