That should not happen I think .. what error message is given?
Try with mount -t vfat /dev/fd0 etc etc.  Look at /etc/fstab

You use loadlin, then?  Instead, create a small /boot on the primary partition.
Use lilo ... and that will give you a good hint of what's going right or wrong.
