 SOA is the ultimate contact for the particular zone ... and yes - that address
 should exist and be monitored ... either as a separate mailbox / most often
 aliased to root on the machine.
 
 For more on SOA see RFC 1034 on DNS.  The SOA is the start of a zone /
 authority ... especially page 36.
