Firstly, I don't think you will be able to get this configuration for below
1 lakh even if you get it assembled. It will cost you about 1.3 to get this
assembled. Secondly, I don't think anyone is selling Athlon systems in
India.

The option is to go for a 133 Mhz based PIII like the 866 MHz . You can look
at the i815 board from Asus. I think it is called CUSL2. The Ultra 160 is
where you are going above budget. Look at the HDD shootout in Chip June 2K.
ATA/66 at 7200 RPM would be a better option. The Barracuda ATA II
ST310210A is a good option. As Sachin Garg says, go for an Asus card. The
TNT2 would be fine.
The SB Live Value! is a good buy. Go for Samsung Syncmaster monitors.

I've to recommend system configuration for some people here. I'm planning
the following (see below). However the machine has to be a well known
brand and offer replacement and data recovery warranty for 1 year. And the
system should cost well below Rs one lakh (with the brand name). Also
apart from linux it should support Windows (my AMD machine doesn't).
Here's the config I want:

AMD Athlon 850 MHz
AMD Compatible motherboard (ABIT or ASUS)
ATX mini tower case 250W SMPS
256 MB RAM (no ECC but with warranty)
9 GB ultra 160 SCSI HDD (Seagate)
20 GB IDE HDD (Seagate)
48x IDE CD drive (Sony)
3.5" FDD (Sony)
Acclerated graphics card 32 MB RAM (which one is good, Voodoo? Matrox?)
soundcard (SB live with speakers ?)
10/100 network card (3Com ?)
19" Monitor (Samtron or better, no LG/Gateway please)
3 button mouse (Logitech)
104 key mechanical keyboard

Machine need not come with any preinstalled OS. (WinNT is acceptable if
it is unavoidable). The machine shall probably be used for high end
graphics/molecular modelling work. Any help including a better
suggestion will be appreciated.

I've checked out Dell/VA/Compaq. They're too costly and don't have what I
want.
