Squid can proxy FTP only for web browsers that do FTP (lynx, netscape
etc.). It cannot proxy for FTP clients, notably ncftp. The client has
to do an HTTP request, to use squid.
FTP only proxy servers do exist, but the last time I checked they were
still under development. I guess the world is yet to see a complete
proxy server for FTP.
