ftp in NT /Win do support a script file, running ftp -s:<script>
will take the script file, and you provide
user name and password inside the file, this can be a sample
open ftp.foo.org
myname
mypasswd
cd /pub/folder/where/my/file/lies/
get the_file_i_want

file permissions can be preserverd, I forgot how, just check the man
